MUNEV offers students the opportunity to experience international diplomacy first-hand.

Through debate, negotiation and collaborative problem-solving, delegates represent their assigned countries and work towards creating meaningful resolutions on some of the world’s most pressing issues.

Whether you are an experienced MUN delegate or attending your first conference, MUNEV welcomes students who are interested in international affairs, enjoy debating and want to challenge themselves in a collaborative environment.

Registration for MUNEV takes place through MUN World, our official conference platform.

The team behind MUNEV.

The Executive Staff is responsible for the organisation, coordination and smooth operation of MUNEV.

From managing registrations and communication to preparing committees and supporting delegates throughout the conference, our team works together to create an engaging and professional Model United Nations experience.

Each member of the Executive Staff has their own responsibilities, while the conference itself is built around collaboration. The Executive Staff works closely with the Secretariat, Chairs, Approval Panel and participating schools to ensure that MUNEV runs smoothly.

The Secretary-General oversees MUNEV as a whole and coordinates the Secretariat and Executive Staff. They are responsible for ensuring that the conference maintains its academic standards, organisational structure and overall vision.

General Information · Conference Fee

Conference fee.

Participation in MUNEV requires a conference fee of 45€ per delegate. The conference fee is non-refundable.

The conference fee contributes to the organisation and delivery of the conference, including conference materials, meals and refreshments where applicable, venue costs and other services required to provide delegates with a complete MUN experience.

What is included?

The conference fee includes:

  • Participation in all official conference sessions
  • Conference materials
  • Warm lunch each day of the conference
  • Cookies for the cookie breaks
  • Access to the official MUN World platform
  • A certificate of participation

Payment

Payment is made through the MUN World platform following successful registration.

Registration is only considered complete once the required payment has been received.

Cancellation and refunds

MUNEV has a strict non-refundable policy. Once paid, conference fees will not be refunded.

General Information · Approval Panel

Resolution Approval Panel

The Approval Panel is an important part of MUNEV’s academic structure.

The panel consists of volunteer teachers from participating schools who support the conference by reviewing resolutions produced by delegates during committee sessions.

The purpose of the Approval Panel is to ensure that resolutions meet the required standards of structure, content and procedure while preserving the ideas and diplomatic work of the delegates.

How does the Approval Panel work?

During the conference, delegates develop and draft resolutions based on the discussions and negotiations within their committees.

Once a resolution has reached the appropriate stage of development, it may be submitted to the Approval Panel for review.

The volunteer teachers review the resolution with particular attention to:

  • Compliance with the MUNEV Rules of Procedure
  • Appropriate resolution structure and formatting
  • Clarity and consistency of language
  • Whether clauses are logically connected
  • Whether the proposed solutions address the issue being discussed
  • Whether the resolution is suitable to be introduced for further debate or voting

The Approval Panel does not rewrite resolutions on behalf of delegates. Its role is to review and approve submissions while allowing delegates to retain ownership of their work.

Teacher participation

We are grateful to the teachers from participating schools who volunteer their time and expertise to support this process.

The Approval Panel provides an additional layer of academic quality control while encouraging collaboration between schools and helping delegates develop their understanding of formal UN resolution writing.

Further information regarding the submission and approval process will be provided to delegates before the conference.

For participants travelling to MUNEV from outside the local area, we recommend arranging accommodation well in advance.

When choosing accommodation, participants should consider the distance to the conference venue as well as access to public transportation.

The easiest way to reach the conference venue is by public transport.

The closest S-Bahn station is Berlin-Frohnau. From there, the school can be reached by a short distance walk.

The closest bus station is Sigismundkorso or Allemannenstraße. From there, the school can be reached by a short distance walk.

From Berlin Brandenburg Airport (BER)

From BER Airport, the venue can be reached by public transport. The journey generally requires a combination of regional/S-Bahn services and local public transport.

We recommend checking the route shortly before travelling, as public transport schedules and connections may change.

By car

The conference venue is located at Benediktinerstraße 11–19, 13465 Berlin.

Please note that parking around the school is limited.

Brandenburg Gate

One of Berlin’s most recognisable landmarks, the Brandenburg Gate has stood at the centre of the city’s history for more than two centuries.

Reichstag Building

The seat of the German Bundestag is located just a short distance from the Brandenburg Gate. The building’s famous glass dome offers views across Berlin. Advance registration may be required.

Museum Island

Located in the heart of Berlin, Museum Island is home to several major museums and is a UNESCO World Heritage Site.

Berlin Wall Memorial

The Berlin Wall Memorial provides an opportunity to learn about Berlin’s division during the Cold War and the lives of people affected by it.

Alexanderplatz & Fernsehturm

Alexanderplatz and the Berlin TV Tower are among the most recognisable sights in central Berlin and provide a good starting point for exploring the surrounding city centre.

Tiergarten

For a quieter break from the city, Tiergarten offers extensive green spaces in the centre of Berlin and is ideal for walking.

Explore beyond the landmarks

Some of the best experiences can be found away from the major tourist attractions. Explore local neighbourhoods, discover cafés and restaurants, visit museums and cultural spaces, or simply take the time to experience the city.

Please remember that sightseeing outside the official conference programme is the responsibility of participants and their accompanying adults or Faculty Advisors.

Delegates · Procedures & Motions

Parliamentary Procedure

Model United Nations uses parliamentary procedure to structure debate and ensure that every delegate has the opportunity to participate.

Delegates should familiarise themselves with the MUNEV Rules of Procedure before the conference. These rules determine how debate is conducted, how delegates may raise points and motions, and how working papers and resolutions are introduced, discussed and voted upon.

Points

Delegates may raise points to address specific procedural or personal matters.

Point of Personal Privilege
Used when a delegate experiences a personal difficulty that affects their ability to participate in the committee.

Point of Order
Used when a delegate believes that the Rules of Procedure are not being followed correctly.

Point of Parliamentary Inquiry
Used to ask the Chair about the Rules of Procedure or the parliamentary process.

Motions

Motions are proposals made by delegates to change the course of debate.

Depending on the committee and stage of debate, delegates may move for:

  • A moderated caucus
  • An unmoderated caucus
  • An extension of an existing caucus
  • Closure of debate
  • Moving into voting procedure
  • Other procedural actions permitted under the MUNEV Rules of Procedure

All motions are subject to the authority of the Chair and the applicable Rules of Procedure.

The purpose of procedure

Parliamentary procedure is not intended to make debate unnecessarily complicated. It provides a common structure that allows delegates to debate respectfully, negotiate effectively and work towards meaningful solutions.

Delegates should always prioritise diplomacy, cooperation and constructive debate.

Delegates · SC Procedure

United Nations Security Council

The Security Council follows procedures that differ in several important ways from those used in General Assembly committees.

Delegates in the Security Council represent members of the Council and must consider both the agenda under discussion and the specific responsibilities and powers of the Security Council.

Debate

The Chair determines the order of debate and recognises delegates to speak.

Delegates should remain focused on the agenda and work towards developing solutions that reflect their country’s position while taking the interests of other Council members into account.

Motions and caucuses

The Chair may recognise motions for moderated or unmoderated caucuses where permitted by the MUNEV Rules of Procedure.

The Security Council may also use procedures that reflect the working methods of the actual United Nations Security Council.

Voting

Security Council voting follows a different structure from that of the General Assembly.

Substantive decisions require the necessary affirmative votes and, within the simulated Council, are subject to the veto power of permanent members.

Delegates should therefore understand not only their country’s position but also the positions, alliances and interests of the other members of the Council.

The exact procedure used by the MUNEV Security Council is defined in the official Rules of Procedure provided to delegates before the conference.

MUN World

MUNEV uses MUN World as its official digital conference platform.

MUN World is designed specifically for Model United Nations conferences and provides tools for conference administration, documents, debate, voting and communication.

What will MUN World be used for?

Depending on your role at the conference, MUN World may be used to:

  • Access committee information
  • View conference documents
  • Access background guides and other materials
  • Submit and work on documents
  • Follow the progress of debate
  • Participate in voting
  • Access information about your delegation and committee
  • Receive important conference information

Delegates · Country Research

Know Your Country

Successful MUN participation starts before the conference.

As a delegate, you are not representing your personal opinion. You are representing the interests and policies of your assigned country. Understanding your country’s political system, foreign policy, international relationships and position on the agenda is therefore essential.

What should you research?

Your country’s political system
Who governs your country? How is political power organised? What are its major domestic priorities?

Foreign policy
What are your country’s main allies and strategic partners? Which international organisations does it belong to?

The agenda topic
What has your country said or done about the issue? Look for official statements, legislation, UN documents and government publications.

Previous UN action
Has your country supported, opposed or proposed previous resolutions on the topic?

Economic and social circumstances
Consider how your country’s economic situation, geography, population and development affect its position.

International relationships
Understanding alliances, regional organisations and diplomatic relationships can help you anticipate how other delegates may approach negotiations.

Reliable sources

Whenever possible, use primary and official sources, including:

  • United Nations documents
  • Government websites
  • Permanent Missions to the United Nations
  • Official statements and diplomatic publications
  • International organisations
  • Reputable academic and research institutions

Avoid relying exclusively on Wikipedia, social media or AI-generated information.

Prepare your position

Before arriving at MUNEV, you should be able to answer three basic questions:

  1. What is the problem?
  2. What is my country’s position?
  3. What solutions would my country realistically support?

Good preparation gives you the confidence to participate actively, negotiate effectively and contribute meaningfully to your committee.
